As General Partner of McCabe Land Company, Brooks oversees a diversified investment portfolio spanning commercial properties, development sites, and long-term holdings throughout West Virginia. His work fuses financial intelligence with a deep respect for community character — every deal designed to create lasting value.

Brooks served sixteen years in the West Virginia State Senate, where he chaired the Committee on Economic Development and helped craft policies that still influence how West Virginia grows today. That same analytical and legislative insight now drives his private-sector approach: informed, disciplined, and impact-oriented.

He earned his Doctorate in Education from West Virginia University, with a focus on planning and community development — a rare academic foundation for a practitioner whose influence has spanned both the public and private sectors.
